Oh, yes it is! 20+% of our voters are Black. And we have never done anything to help Africa. A perception that we are finally doing something to help the continent will get him at least some of those votes.

Unfortuntely, whatever progress is going to be made in Africa is not going to translate to political capital for Bush at home. I hope you are right though.
