Suppose George W. did go after Bill Clinton and set a precedent that the next time a President of a different political party was elected, the new President would be forced by protocol to "go after" the previous President.
It would happen as surely as the sun comes up in the morning.
The political wounds run deep and memories are long.
The pressure would be there to dig up everything that could possibly be used to incriminate the previous President.
Do we want our Presidents tied up in old grudge campaigns against political enemies that would drag on for years?
Of course Bill Clinton deserves a prison sentence if not a firing squad, but that opens up a can of worms that George W. has wisely, in my opinion, chosen to keep the lid on.

I accept your sincerity in making this comment, but if the Presidency becomes a 'get out of jail' card, then guess what? You will incentivize the seedier politicians and we will have more like Clinton that will do anything to achieve that office knowing they will be immune once they get there. On the contrary, our politicians need to be reminded that they are not above the law no matter how high they rise in politics.
