Really? You find it ridiculous that after numerous warnings sent to the U.S. and intelligence reports confirming an impending attack that they might know who did it? At least who possibly or probably did it? OK. You inquired as to reasons the perps didn't claim credit. I gave you a few. If you don't like 'em come up with a reason you find more plausible.
Personally I don't think ME terrorists did it and that's why they didn't claim credit. Too much credible evidence points to the U.S. Gov. having done it.
The two explanations are not mutually exclusive. ME terrorists could have been involved, at the behest of, with the encouragement of, or at least with the knowledge of the U.S. government or elements thereof. Clinton's conduct suggests to me he is hiding guilty knowledge.
