knighthood for the British star was discussed in 1956, but rejected after concerns over possible outrage in the United States.
It looks to me that it was the Brit's not the US who barred Knighthood to Chaplin.

The article really shows you how much Britain has changed since the 1950s. Knighthoods are supposed to go to noble people who make great achievements in science, culture, politics, etc. not pervs like Elton John.
