Just out of curiosity, has this kind of stuff been a problem at past WYD's? I would think that the kids who are participating hold higher standards than most of the general population (adults included). I mean, just because you are getting a bunch of young people together doesn't mean an orgy will happen.

Yes, in Denver in 1993. Someone hired a plane with a banner that said "Use Birth Control" to fly over the stadium. Its just the same kind of desperate-for-attention crowd who protest topless against meat and do other publicity stunts.
