The first one scared me at first glance. I thought it looked like they were planning on putting in a large soccer field.

I like the idea someone around here proposed. Build a cluster of 44 story buildings in the shape of a pentagram, a la the Pentagon. The square footage lost would be the same, ostensibly, with an open courtyard for a memorial. The following link was pretty impressive, too.

Could these be trial baloons to aclimate the public to a shorter issue.
In other words, the politician are giving you an irrelivant multiple choice in order to direct the dicussion. (they really do not care about which plane) because they (politicians and leftists) do not want to build something on a grand scale. It would be like a car saleman asking "when would you like to buy this car." note: the when not if.
