Don't they only name ships after folks who have passed on? Like postage stamps?

There used to be a lot of rules about naming naval vessels, and the one you cite was one of them. However, it was broken (I think), during the Nixon administration, when a proposed carrier was named after Carl Vinson, who was still alive at the time. Reagan, obviously, is still alive, as is Bob Hope, who has a supply ship named after him.
