A slower yellow light is probably the best way to save lives. To a point. If you make it too long, though, you encourage people to try to "beat" the light, and hence they speed up like maniacs when they see it. That's not going to save any lives.

I agree, stretching the timing on the yellow light probably wont help much, but if there is a pause of one or two seconds between one light turning red and the next light turning green, I think that would reduce a lot of accidents.
