Fleet Battle Experiment Juliet is the latest in a series of exercises designed to test new concepts of command and control.

The reason they had to post the notice is that they used the term "Experiment" instead of exercise. Because they're testing new command and control systems (computer networks and organizational structures), they have to say "experiment" instead of "exercise." Because they're conducting "experiments" at sea, they have to file an environmental impact statement, no matter WHAT they're experimenting with.

I think the most noteworthy thing they're doing is a network-centric fire support system that coordinates all supporting fires so everyone on our side can see (a) who's shooting at what, (b) what's in the impact area, and (c) that there aren't any friendlies in the impact area.
