Unfortunately, the General Accounting Office, Congress' investigative arm, has not been able to sign off on any of the five annual documents so far, contending that the bookkeeping is still too shoddy to get an auditor's seal of approval.

The department of education could not account for 50% of their budget in 1999 and 2000. The IRS could not account for 66% of their budget in 1992 But yet, they comes out and gets on the corporation for their accounting practices.

They need to look at them selves first, they need to look at every department.
