Yep, that's how decentralization of "authority" has occurred and will continue to occur. It happened in Romania, Russia and Germany. Though in those countries they merely replaced one self-proclaimed authority with a lesser-of-two-evils self-proclaimed authority.
Also, there's a train-momentum or snowball-rolling-down-hill effect. A new and much improved decentralizing of self-proclaimed authorities is coming to the U.S. and will envelope the world thereafter.
