It's a cheap observation but the fact that this guy gives his name, and is sipping tea in a London restaurant, speaks volumes. There are quite a few other military-political siuations in which such a dissident general would be speaking from underneath a paper bag with holes cut in it, if he were alive and able to speak at all.
