Agree with you--these practices of "doctoring or cooking the books" with loose rulings and loopholes--have been around for a long time. I have looked up www.sec.gov and have seen what the present SEC is doing. It looks like they are doing a whole lot and fining executives and companies. Too bad the press will not report but are harping on Harkin of 10+years ago.
