Hard to say. I'm leaning your way, but I'd say there's uncertainty. On the bad side--the man is an evil, conscienceless animal who would be cornered and have nothing to lose. On the the good--Iraq is a relatively secular state for an Arabic/Islami country. Most of the people who aren't plugged into the military/government power structure would probably dance in the streets if Saddam, his sons, and the inner cricle fell. Many of the Republican Guards would probably pretend they weren't.
But, this would only happen once the issue was decided and Saddam's power broken. There would be a dangerous period of time when he would be obeyed, and his more fanatical followers could do a lot of WMD damage.
