A little more info from local Channel four:

Vehicle Explodes In Friendship Heights

WASHINGTON -- A van exploded in a parking garage in the Friendship Heights area of the District just after 2 p.m. Friday. It happened in a garage near the intersection of Wisconsin Avenue and Jennifer Street in northwest.

The D.C. fire department and police department are on the scene.

Parking lot attendants told News4 they heard an explosion and found a man standing next to the van. He was on fire. The victim -- a 21-year-old man -- has been taken to the Washington Hospital Center.

A two-square-block area around the explosion has been sealed off to traffic.

The fire department in DC is something else. The chief along with several of his assistants was found to have faked his credentials. During the last two fires the hoses didn't work and the firefighters had to borrow garden hoses from the neighbors or something like it.
