I stopped reading as soon as Larry mentioned "cost plus" contracts. He has stated that the problems were with "fixed cost" projects. This guy is NUTS OR he has been getting feed back from this site that he has no case on "fixed cost" problems and is now switching tactics.
I thought the same thing; you notice he has now backed off his original claim about the Moneyline poll; before he said
