JW contributers willingly gave them money, they choose to use some of it on legal activities and some of it on educational activities. How JW chooses to divide their budget is up to them, and if they wish to only spend 2 million on the cases, that is their decision and constitutes nothing illegal.

So then if Jerry Lewis and the MDA take in 4200 million a year to find a cure for Multiple Sclorosis, and spen only $2 million of that on research, and the rest on something other than research...that's OK? That's not fraud?
