It is common knowledge that Ken Starr was investigating both of these scandals for added proof into his impeachment inquiry. He couldn't find enough evidence though, and neither could his successor.

No, it is NOT. He was looking for CRIMES. And if he had found any, Clinton would have been charged CRIMINALLY because he wasn't in office when all that happened.
