I once asked my 17 year old step daughter why she spent over an hour grooming herself before going out to look like (my words) "a young street walker anticipating a busy evening." After getting past sputtering rage at such an imputation the best she could offer was that her coiffure was in becuase it did push the envelop and look disreputable. This was circa 1988 when the nudity fad hadn't arrived and young woman preferred excessive make up and skin tight garb. I suspect the same rationale is at work today. "Looking bad is looking good"

Looking like you can't catch a man is the message women are trained to hear today. Now I like a woman who's dressed sexy but it doesn't mean she has to expose almost all her skin for the rest of the world to see. A woman can dress tastefully and still remain attractive to a man without sending the subconscious message she's available to any one who wants to meet her.
