At the plant were I work I have the same problem with swallows. They nest in overhangs and I must pass by these areas several times a day.
They seem to be more aggressive around dawn and dusk. They are superb flyers. They swoop down at me and pull away at the last second easily with in arms reach screeching warning calls at me just inches away. When they do this and I am not expecting it, it can be quite startling.
They dont seem to do this when I am walking with another person. I guess they respect numbers.

Seagulls are protected largely because they are the 'garbage collectors' of the shoreline. They eay all the dead stuff that washes up and without them being around, it can get mighty smelly. They are like little garbage cans with wings.

The tragic news that Wilfred Roby, an 80-year-old retired ambulance driver from Anglesey, died on Wednesday from a heart attack after being attacked by gulls..
