A individual citizen can consult publications such as the daily Congressional Record for help in writing a bill. This publication and the Congressional Quarterly Weekly Report are also quite helpful as to the current legislative activities of Congress. Looks like somebody has been copying and pasting right out of the Political Science 101 textbook, doesn't it?
