What are the details behind the legal prohibition on Executive action to block the funding?
If they are real, has any effort been made to circumvent them? Could the defenders of life make gains here, and is there any chance of getting political support either in Congress or from the administration?
It would seem that exploitation of the corpse of an 8 week old unborn would be abhorrent to more people than the same thing with a much smaller and younger embryonic child.
Any help you give would be appreciated.

I'll be bombing this thread from the fetal tissue angle. If you dig into some of the middle-of-the-night notes I was posting to myself in this thread -- "Abortion is VITAL to the solution" ... A Key Point from Kissinger's NSSM-200 -- you can see that the GOP Congress had no trouble revisiting the '93 Gag Rule in 2000 but specifically sidestepped the fetal tissue question.
Perhaps it was an idea whose time finally had come ... after a false start back in 1992 as George H. Bush attempt to tie up a few loose ends. To wit:
