Why does an "isolated incident" mean NOT terrorism? Oklahoma city bombing was an "isolated incident." The first WTC bombing was an "isolated incident." For that matter, each suicide bombing in Israel could be classified as an "isolated incident" per our PC reporters and LEOs.
