Lackland AFB is due west of downtown San Antonio (I live in SA, by the way). The entire area is flooded not just a portion of town. However, not to worry, Lackland is on a sort of plateau and would guess that there are no problems there. There are some very dangerous areas within a few miles of LAFB (i.e. Leon Creek) that should be avoided at all costs. As with everyone else in Bexar & surrounding counties, don't go out unless you have to.
