Donors knew EXACTLY where their funds were going, didn't want to ask because it would be embarrassing to the donor and the recipient.

I mean precisely that. If you check the more than 100 Muslim charities operating in the USA in the period 1994-1998 you will find that their requests for funds for the poor starving people in (fill in the blank) would do a seasoned con-man or televangelist proud. The administrators knew what they were up to, but it didn't mean that every American Muslim did.
