The Communist Party of the US has been calling itself the Progressive Party since the 30's. (Check out the current Progressive Caucus.)

Likewise, as a noun, "progressive" means A person who actively favors or strives for progress toward better conditions, as in society or government.

North Korea cannot use the word "progressive" to describe itself, as a noun or an adjective.

The name of a political party is usually meaningless. Or the name of a country. Think back to the German Democratic Republic (East Germany). I think it was neither Democratic nor a Republic.

Rule #34 so states that "Words Mean Things".
