Far be it for me to take issue, but as an adjective, "prgressive" means Moving forward; advancing. Proceeding in steps

Likewise, as a noun, "progressive" means A person who actively favors or strives for progress toward better conditions, as in society or government.

North Korea cannot use the word "progressive" to describe itself, as a noun or an adjective.

The name of a political party is usually meaningless. Or the name of a country. Think back to the German Democratic Republic (East Germany). I think it was neither Democratic nor a Republic.
