Actually a lot of them don't have checking accounts, either because their credit is so bad that no bank will give them one, or just because they don't know anyone who has one (a cultural thing). That's why their neighborhoods are full of check-cashing businesses -- people don't have accounts into which they can deposit checks they receive. However, I'd be surprised if the check-cashing businesses don't require photo ID.
