For the record, Ken Starr was Independent Counsel investigating Whitewater when allegations surfaced that Clinton was soliciting perjury in the Paula Jones case. Janet Reno asked Starr to investigate those charges as well. That's how they are connected. She could have appointed another IC, but didn't.
