When you wage regular wars against definite entities, or with definite goals, you know when you've won (or lost). We know we defeated Saddam Hussein in '91 because we kicked him out of Kuwait and destroyed most of his military (for a while). We knew we lost Vietnam, bceause the Commies took it over.
