Legislation wise, I don't think we've reached Reagan's 75% yet. Overall, including presidential EO`s, directives, agreements and the like, I'd say it's well above 50%. But all legislation and political compromise should be weighed on an individual basis for its direct impact across the board. Not everything is all bad.

There can't be any of it on the spending side. Virtually all of Clinton's EO's are still in force. Partial birth abortion is still legal. We have a "Ted Kennedy" approved education plan. We have more federal employees, another federal agency up our behinds, this time with flashlights and ever-increasing federal handouts almost across the board. You say that we've offset all of this with something. What?
