Violating the law is not a criminal offense?!?

Technically no. The only punishment for entering the country is deportation. They are not subject to criminal penalties.

For the illegal correct, however, it is a criminal offence to harbor and employ illegals.That should be the focus of the INS.

To chase about 8 million illegals is a futile process. The focus should be on the AMERICANS who hire them.
