Of course you disagree. Contrary to what you mkight think, Khoury was nearly unknown for decades until he died. Cosby was talking about the Tiny Tim character in the Dickens story. Laughing at the misfortunes of the obviously brain damaged Ozzie is analogous to laughing at the character Tiny Tim. That's the only analogy that makes any sense. Herbert Khoury was ridiculous, whether or not he was trying to be funny.

Tiny Tim of Johnny Carson era fame was a competitor of Cos in the entertainment and the comedy field..

Cosby was talking about the Tiny Tim character in the Dickens story.Highly doubtful. Dickens' Tiny Tim was a cognitively normal kid with a physical disability. Tiny Tim with the ukelele was a space cadet with noticeable cognitive dysfunction, just like Ozzy Osbourne. Certainly Cosby was referring to the latter Tiny Tim.
