Ahem...NEA? I believe that it's students enrolled in public schools who fall short in meeting all state requirements. You may want to re-word this particular statement.

"Home schoolers must meet all state requirements." I posted elsewhere that they must score above the 25 percentile ranking on the state proficiency test. The bottom 25% is reserved for the public schools.
