It's the kind of crap you expect to run into in socialist Europe or Kalifornia. To echo freeee's reply to you, they smoke like chimneys in many Euro countries. Also, Kalifornia is at least two states. There is the ultra-PC Bay Area + Hollyweird axis, and then there's the rest of the state. FR is based in the rest of the state.
There are bars in the L.A. area that allow smoking and they are NOT owner-operated. What these dumb laws have created is a nice way for cops and politicians to make some easy money on the sly.
