Well, why don't we start with the fact that the quote you have posted is nowehere to be found in the Brushaber decision. I've searched it several times on several sources and can't find that statement anywhere.

Then, let's take a step back and look at why Brushaber is important. It's important because that was the Supreme Court decision that upheld the constitutionality of the federal income tax.
