It is not the government's job to be the lender of last resort nor level economic inequalities in society. That's the end of that - it has been tried many times and led to utter disaster.
If Bush wants to assimilate these people then a policy of "tough love" is necessary. Previous immigrants had to learn English and go to work for themselves. Why should this batch be any different? In truth, it shouldn't.
And yes, in the past, Americans worried about waves of German, Italian and Irish immigrants being a permanent underclass in America. Because they weren't mollycoddled, this is not what happened. Doing otherwise merely slows the assimilation process.

,,, neither you or I are US citizens/taxpayers. It looks like policy direction indicates the opposite of what you would do, when you get the chance to steer policy. You say "Bush wants to assimilate these people" - honey, he doesn't have a choice. Look at the issue outside this box - the US gives away vastly more money in foreign aid.
