Also enviromental regulations should be tightened so a limited number of companies can be involved. Excessive profits should be eliminated by controls on the price of gasoline. Driving should be eliminated whenever the price spikes above $2. Davis should declare this emergency is caused by evil oil companies in Texas. Davis should_______ fill in the blanks.

But costs don't seem to be the issue here. Instead, it is supply.
