You're talking about process again. I didn't ask how laws are passed. I asked by what measure does one go about determining which activities should be prohibited? Do they choose suggestions out of a hat? Do they flip coins?

You're talking about process again. I didn't ask how laws are passed. I asked by what measure does one go about determining which activities should be prohibited? Do they pick suggestions out of a hat? Flip coins? Throw darts against the wall while blindfolded? Examine position of the stars?
