The local commentator's take on it (guy is a prosecutor) was that bartender was interviewed by the cops, and said partying hard. He meant they were dancing and having a generally good time. The cop's interpretation of that statement was that they were PARTYING HARD in the sense of lots of drinking, dancing, boob grabbing, etc.

"PARTYING HARD" means drinking hard..and he specifically said that it would include drinking shot glass after shot glass. He said they were not doing that.
