But it's pretty interesting - in the introduction the report identifies six key issues that would need to be resolved to justify a Kyoto-type approach and notes that science has resolved none of them. There is considerable support in the report for the position that Kyoto is not justified on the science.
Agreed that the report was not written by conservatives but it was accepted by the President, as Ari Fleischer reiterated.
The official position that human activity is likely mostly responsible for global warming gives a big boost to Leftists in the arena of public debate on environmental policy, IMO.
