I can explain the difference between drilling off the coast of Florida and drilling in the ANWR. Bush is referring to the immediate environment in Florida, not the general world environment. The immediate environment in Florida is beautiful and inhabited by people as well as wildlife, the environment in ANWR is desolate and uninhabited by humans and the wildlife wouldn't notice the difference.

can explain the difference between drilling off the coast of Florida and drilling in the ANWR The actual reason is that the State of Florida and its people do not want drilling and the state of Alaska and its people are bemanding that they be free to use their state resources. Bush is only doing what he promised, to allow the States their 10th amendment rights to their own government and decisions.

There is a difference. Florida doesn't want drilling because it could affect their tourism if there was a problem and the people that have property along the coast could be directly affected, whereas Alaska has nobody living in ANWR and it creates jobs for them and if there were a problem it wouldn't affect their economy. It's simple one state doesn't want it and the other does.
