But, I don't see Dubya endorcing it or planning policy changes. Nor do I see the NYT's quotes as they appeared in the document.
I am not happy about it, but as I said before it's allegedly a holdover from the Clinton years. I think he took a little heat over it and now can't wait to but distance between this report and himself.
