Bush has policy already in place that is based on the National Acadamy of Science's Climate Report which was released in June of 2001. I won't speculate, and neither should you, on what changes Bush might make based on the EPA report. There are not many that would say that the EPA is more credible, or as credible, as the NAS when it comes to science.

Why not simply not release the report? Right hand maybe not knowing what the left hand is doing....again?
