The enemy has heard about it, and they will hammer Bush and the entire GOP mercilessly as a result of it. It was like giving the entire discredited global warming hysteria movement a transfusion when they were dying on their own.
I expect the left to push this to near the top of their political agenda, since they have nothing else going for them. It eas a huge mistake to let this report see the light of day.
The true damage that comes from this will be the intellectual dismissal of the countless studies conservative scientists put forward (at great sacrifice I might add) debunking this nonsense. It goes without saying you will never see another credible scientist stick s/he's neck out over the global warming issue. Since it now been embraced as fact by both the R's and D's, what would be the point?
The "Defend Bush at all Costs" crowd won't recognize this fallout until the House is recaptured by the socialists (most likely this November.)

And even if this administration wont, supposedly, change any of its policies (or will be damn quiet about it if they do), a future administration *will*, and since it'll be a Dem administration (I would assume) that'll make use of it, they'll try to use this report to shut up the Republicans. "See?" they'll say, "The Republican Bush says there is global warming. It's a *fact*, and if you don't go along, you are going to Lose Big next election."
What are the Republican going to tell their consitutants next election when this gets brought up in a debate? Oh...it was just a bunch of bureaucrats. Does anyone think that'll fly with the voters? Heh. Hell no.
The political damage caused to the conservative movement by this report will go on for a long time.
