Whilst you two were talking, I went looking for a Web presence and found Lifelines.org. They appear to be an unofficial site oriented toward the Navy. Go to the Personnel Locator (middle right) page, where you'll find links to the Navy's BuPers and various other Personnel Locator links. One of those takes you to the National Personnel Records Center in St. Louis.
