We cannot stop them, perhaps we can muck up the federal process by gumming up the legislative branches...

I expect the "marginalization" process to begin on any truly conservative leadership in the house and senate.

I cannot find these "quotes" in the PDF document anywhere. And from scanning it (quickly, because it's literally as dry as burnt toast) I don't see anything closely resembling them either.

I have a corrupted copy of this report though, so I have to break it into sections to search.. But I really don't think I missed anything.
