So is this "Global Warming" the reason I have had two successive winters of 18" minimum to 30" maximum snowfalls, in an area that is supposed to only have 4" annually? If that is the case, I would hate to see what they might consider "normal".

I think Rush is worried about what MIGHT happen - and he's assuming worst case. At the same time, he seems to forget there are some realities, like the "blue slip" process, which Boxer used to sink Christopher Cox's nomination to the 9th Circuit.

global warming or freezing is mainly determined by the amount of ice at the poles, when ice caps melt oceans rise and when the earth cools ice increases on the polesand the oceans shrink.
