From what I understand it was "an annual report" written by the Clinton administration. In other words, Bush didn't have a right to say yes or no when it came to releasing it by law. In other words, Bush would violate the law if his administration failed to release it.

In other words, Bush would violate the law if his administration failed to release it. That's what I suspect as well. There are way too many reports published for the WH to proofread every one. That's part of the problem when you're heading a massive bureaucracy - things are done in your name with which you may disagree.
