I work for the government. In a word, yes, the whole government is incompetent. This is a direct result of the personnel management system which is geared to avoiding offending anyone, avoiding rewarding initiative, avoiding punishment, and there is almost no way to root out incompetent/corrupt employees. And I'm in the medical field. We don't even want to go there.

I so agree. It all goes 3 times for the INS. Commerce, Education, INS: why, oh why, are these things allowed to operate this way?

Its against all common sense, the rule of the jungle to bring everyone down the the level of the lowest common denominator. I see it as the result of social engineering to have masses of dumbed people who are dependant on the government who will then vote for those who promise the most from that government. This incompetence is part of the inevitable result. Thanks Bill and Hill.
