With all due respect, the ink will only be readily identifiable to an Inspector who's paying attention. INS's reputation of late doesn't lend itself to encourage public confidence. Your absolutely correct, none of us inspectors pay attention to what we do. Your the expert here, with all your experience in INS.
That's not what I said. All the specially made ink in the world, all the gee-whiz gizmos in the world, etc. are only as good as the humans who deal with them; all are vulnerable to human error. And with INS's rep of late, it appears that INS has its fair share of erring humans.
